Why not make this all easier and adapt the Goosebumps musical that's already a retelling of POTO? They already have the TV show on Disney Plus, just make it a special episode.

Because that's licensing a product and POTO is in the public domain? They clearly intend for this to be something they merchandise and having a third party (scholastic) makes that difficult.

On the other hand, Disney already has a relationship with Scholastic and Goosebumps - they made a new Goosebumps show for Disney+ and Hulu just last year.

And? It's still licensing which means sharing profits and they're not free to do what they wish with the property. Disney has thousands of relationships, doesn't mean they don't do things on their own. That's also continent on them even thinking the Goosebumps musical is even any good. There are literal countless reasons why they would want to make their own project. It's not like the Goosebumps musical is some big popular thing.
